Participatory Rural Development Project - 2 (PRDP-2)

Project Component


1. The coordination at Union Level.

 In the project UCC monthly meetings are held regularly chaired by the Union Chairman. At the UCC meetings, all participants (UP, NBDs, NGOs, VC chairman) discuss the common interest of villagers and their requests for projects schemes and access to the available services of NBDs. Through these meetings the needs of rural population are incorporate into the development process by linking villagers and local goernment institutions concerning rural development in accordance with regional characteristice.


2. Villagers Common Interest

PRDP-2 encourages the formulation of village Committes (VC) at the village level. Villagers select their own representatives on the basis of Para. The VC consists of  15 to 0 members including 4 to 6 women. VC members hold monthly meetings discuss issues of common concern such as agriculture, cattle vaccination, sanitation, health, education, etc, identify solutions to common problems, and prioritize the collective needs of their village.


3. Women's Participation

PRDP-2 has suggested formulating women's sub-groups named 'Mohila Boithok' at each village committee. Women need among themselves and discuss issues of specific concerns to them and articulate these issues at the VC meetings through their representatives. Some Mohila Boithoks have taken initiatives for the promotion of sanitation and training for poultry rearing, kitchen gardens, sewing and other income generating activities


4. Governmental and Non-Governmental Service Delivery.

The most typical function of the Link Model is to involve governmental and non-governmental service providers into the development process. Governental service providers called NBDs (National Building Department) and local NGOs are members of UCC., where they try to identify villagers needs for effective services by villagers has increased dramatically from 0-70% before the project to 20-100% after commencement of PRDP.


5. Micro-Infrastructure, Tax Clearance, UP Block Grant.

PRDP-2 has been supporting some micro-infrastructure schemes such as para-roads, culverts and school repair that are proposed bottom-up on the basis of villagers common interest, The VC submits requests for the schemes to the UCC where they are approved at the UCC monthly meetings. Villagers are required to clear 100% of their UP taxes for the implementation of micro-infrastructure schemes. They must also bear 20% of the total cost of the schemes. The UP is also requested to bear 10-20% of the cost from UP block grant funds.




Training of all the stakeholders will be the top priority program in PRDP-2. A motto of PRDP-2 is training is mutual training where every body is the trainer and everybody is also the trainee, The first people who will meet for a newly formulated UCC or VC are those experienced in older UCC or VC through mutual visit programs. Primarily, NBDs train VC and MB members in their respective professional fields. PRDP-2 simply makes the arrangements and facilitation. Mutual exposure visits between related sister projects are also planned. Study tours of West Bengal Panchayet system vill be organized for UP functionaries, UDO/O's and others. Classroom training of trainees by trainers may be kept to a minimum for basis skill training for UDO/O and UP functionaries.



"Link Model" system will have the complementary relationship with BRDB's present cooperative & micro-finance activities mutually re-enforcing effectiveness of each other. Over the years performances & experiences of two tire cooperative Vis-a-vis micro credit BRDB now deeply feels that along with the target group approach, holistic approach of vertical & Horizontal linkage of villagers & union parishad as focal point of development should be nourished and built-up in well coordination of all stakeholders particularly village representatives. union parishad, NBD's, NOGs and others, NBD's service delivery and other stakeholders appropriate involvement must go in hand in hand for accelerated rural development so to say total development of the country.     Go to PRDP-2's Website.
